The territorial planning is fundamentally a formal process to identify projects, procedures and forms of organization, it must be understood as standing for the development and promotion of a strategy; these elements arise from the business world and can be extrapolated to territorial dynamics likes cities or municipalities. Strategic territorial planning can be an appropriate instrument to foster local governance, because it allows us, based on citizen participation, to know clearly a series of logical steps that must be taken to carry them out and to expect future desired results. This article tries to focus on a specific topic: the territorial strategic planning, commissioning the study of the Salvadoran reality and to attempt to provide methods and proposals for action aimed at promoting shared visions and common purposes.
